This is a common thing with tractors. Use a good penitrating oil and let it soak for a day or two then take a propane torch and heat the rim not the axle this will make the rim expand and with luck a couple of good hits on the inside with a heavy hammer it will come loose. To reinstall use never seize on the axle so the problem dosen't happen again. There has been quite a few that I have seen that had to be cut off as a last resort. Good luck
