i went to start my moped for the 1st time in a while but it wont roll back or forward and when i accellerate it feels like the back brakes on my m8 z its the rollers but i dont know if hes right.whats wrong?

what bike is it ?the problem is proabaly the brakes as you say the salt on the road causes a big build up of corrosion behind the dust and piston seals in the brake calipers and the pistonn/s in them do not retract when the brake is released.try turning the wheels one at a time with help from someone holding it over for you.is the rear brake disc or drum ?
