1989 ford taurus heater wont blow hot air?

i've checked all lines there fine.water is hot in rateater.but the lines to heater core never get hot and the car never over heats but it just blows cold air in the winter and the air conditioner isnt on its set on heater mode its a 1989 ford taruas
