How can i fix my Peugeot 306 99 Intermitent wiper setting?

The wipers are not working on the intermittent setting, they just get stuck half way up the windscreen. I took off the wiper rack but it wasn't stiff so I'm thinking it's either the relay or the motor? Which relay is the one for the wipers? I can't find any reference for it.
