Throttle cables on all mowers up to 6.75 are not a necessity.
If you look by the carb you will find a lever with a spring attached to it, this is your throttle control. Just push it on high and leave it. It should be running about 3000 rpm, which is normal, some you have to bend to stay in place. When you release the safety bail to stop the mower it does two things, 1 it grounds the coil and kills the spark, 2 it brakes the fly wheel so it stops faster.
