Why isn't my bobbin working?

Hi, I have a Brother CE-500prw sewing machine that I got a few months ago. It has worked fine all this time until yesterday. I set it up and began sewing and I got an error message. It said that the thread was tangled. So, I untangled it and tried again with the same result. The problem was that there was no thread coming from the bottom. I opened the bobbin case and turned the handwheel and the bobbin itself isn't turning, the thread just isn't catching or anything. Something below the bobbin case rotates but the bobbin itself won't move and the thread won't catch. The needle looks fine and it seems as though it is working the way it is supposed to. I hope I explained this well, I am kinda new to sewing. Thanks in advance.

When you look at the bobbin can you see the raceway moving round? that is the part that the bobbin case sits in,if it is moving an the thread is not catching either you have the needle in the wrong way round or you may need to retime the machine, if you need to retime the machine you can email me below and I will attach instructions.
