steering wobble?

on my 2ltr mondeo 1997 it has started to have a wobble on the steering wheel i have just replaced the discs but it was doing this before i did this.
as i had the wheels off to do the discs i had the wheels balanced and one needed a small weight but the other was ok .
but it still wobbles.
the cv units are not perfect but the way and road speed does not seem to relate to the joints causing this problem could it be a power steering problem it goes from side to side and and the car appears to be going too slow for it to be a wheel balance or cv problem.
i HOPEFULLY await a reason before i start replacing cv units etc.

it turned out i had a flat spot on my front wheel swapped tyres from front to back cured it.
now will get new tyres on rear.
THANKS FOR ALL YOUR REPLIES I WAS LOOKING FOR A MORE SERIOUS PROBLEM.

are the bottom balljoints and wishbones ok.are the trackrod ends ok.both commom mot failure points on this car
