sigma alarm not de immobilising?

I have a 90 bmw e30 with a sigma alarm.

Parked up but now it arms/locks, disarms/unlocks but will not start. ie the starter motor doesn't kick in!

Is this an alarm issue or starter motor / ignition issue?

reset alarm by take batt neg off turn on ign leave in on postion then connect battery this resets alarm.
