how do i get johnson&starley J25 heater to work?

i am getting hot water but no heating at all, i can set it to blow cool air but not hot, have turned therm up and down but that does not help

Is the pilot light lit.If not you need to relight that first.Then make sure the clock is set to the on position and turn up the roomstat.It should then work.
