Hot Water ot Hot rads but not at the same time?

My boiler gives me hot water or heating but I cannot get both . I have had the mechanical valve replaced but this still doesn't make a difference

What type of boiler is? If it is a combi then you can't have both. This is due to a valve within the boiler that uses a wax capsule to work. It will shut off one loop while the other loop is called for.
