The Domestic household pressure on natural gas is taken with a manometer with 3 burners running at the gas meter,so the pressure is governed by the inlet governor. If the pressure reqs lowering, only Transco are allowed to do this as it is on their side of the meter. When governor seals are broken they have to be remade.Dont know if the same applies to LPG but hobs nowadays dont have any inbuilt regulator like they did in the old days.
