dryer making normal noice but clothes still cold and wet when timing finished - also drying high heat button just flashes when pressed

i just had that same problem..you have a blockage of lint somewhere..the dryer has to breath just as you do..my suggestion is to use a shop vac and suck all the lint u can out of it where the lint tray gose in..and also take the vent off the back and suck it out also..this will only work if your dryer is still getting really hot,and ur cloths are not drying..if its not then replace the heating element
