Problem with racing engine on my Mountfield?

Inherited a Mountfield M4 Major (Type 810) - nothing obviously wrong with it but it wont idle just revs and revs - think it might be the govenor - what sort of problem is that to solve?

most likely the govenor linkage/ spring is snagged on something. or connected to wrong hole on carb. dont take engine apart
