mountfield sp 530 drive wheels permanently engaged?

I have a Mountfield SP 530 does anyone know why the drive wheels are permanently engaged and not allowing the mower to be pulled backwards or put into the neutral position.

This is usually to do with the cable. If the inner clutch cable is dry or stiff when you disengage drive by releasing rear bar it does not allow inner cable to move back to neutral position. Very often these cables get kinked when people fold the handle bars.

I would remove cable first off and see if inner cable moves freely in and out of outer sheath
