Hotpoint CTD85A F15 Fault not enough heat?

How can I fix this problem have checked heater elements and have approx 24 ohms across each of the 3 elements and have checked resistance across the 3 thermostats the black one with a reset is approx 0.5 ohms the white one in the middle is 36k ohms(connected to pins 1/2 on socket at relay board red and black cores) and the black one without a reset is 0.5 ohms(both the black thermostats are linked in series). Should the white thermostat be 0.5 ohms or is this a Normally Open when the other two are Normally closed ?
