How do I prevent my Mountfield lawn mower is over-revving?

I have a Mountfiel lawn mower, and when I start it, it over-revs forcing me to turn it off. Do you know what be causing his, and how to fix it please?

The throttle cable cannot be pulled too far - you don't say what engine is fitted, but one of the following will apply (most likely first) ;-

1) Govenor linkage physically jammed/stuck/stiff
2) Govenor spring snagged/twisted
3) Govenor spring attachment at throttle control lever bent
4) Govenor vane broken or disconnected (air vane govenor only)
5) Internal mechanical govenor fault

Hi there
the engine could be over reving due to the throtle cable being pulled to far. to adjust this there should be a screw on the carb that secures the cable in place. slacken this off and move the cable to stop the throtle being pulled too far. if this doesnt solve the problem it could be due to the governor being incorrectly set.
