can you change water in a snow globe?

I have owned a snow globe for about ten years now, while taking it down to decorate my house i noticed that there was alot of dust in the water. I looked for how to change it but couldn't figure out how, and the water looks just disgusting. I was wondering how I was supposed to change the water?
