if this is a walk behind lawnmower, it sounds like your fuel pipe from the tank to the carb is plugged up and if that is ... the rest of the carb needs work too , you'll have to dissasemble and clean it , may I suggest getting the book how to service any small engine? lots of usefull data on all types of small engines plus breakdown diagrams
