Should the pressure/vacuum switch hold a vacuum?

My home central heating unit won't light reliably. I can unplug the hose and reconnect it while it's trying to light and it will usually start. I checked the vacuum switch with a mighty vac and it won't hold. Each pump on the handle returns to zero immediately. Is the diaphragm broken, or are they designed to leak down that quickly?

I guess I get to answer my own question. The switch won't hold a vacuum. I ordered a new one and it acts the same way the old one did.
