how do you adjust the fuel air mix as the mower is spluttering and leaving carbon deposits on the spark plugs?

If the leak is from the fuel tap area, just below the tank, you can get a new tap from any Briggs agent. These are especially common if the mower has a plastic tank which surrounds the engine.
