How do I replace the pull-cord on my snow blower?

I have a Briggs & Stratton Engine on my snow blower. The last time I started it the Pull-cord came off in my hand. How do I replace this Pull-cord. It is a 12 hp engine. Any help would be great.

EDIT: The drill bit must be slightly bigger than the hole in the center of the rivet.

(1) Take digital pictures as you take parts off and make notes, try to label parts with masking tape.
Remove all the covers on the engine.
You have to get the front cover off to get to the inside.

Apparently some Engineer thought it would be better to rivet the cover on instead of using bolts. (Idiot Engineer)

OR

(2) I have also thought about drilling the rivets out the drill bit Must Be slightly Very slightly larger than the rivet.

Then find some Robertson head (square) screws to re-attach when the cord is fixed.
OR
(3) Another option is to have nuts welded to the back to use bolts to re attach.
