It is probably the safety switch under the seat that requires an adjustment. You can check it if you are careful by holding the switch down then trying to engage the cutter. The adjustment of the switch actuator is also dependent on the weight of the operator. Also by the way check that the grass box safety is also operated by the grass collecting bag being in position.
