There IS a fuse for the starter motor, it's a fusable link built into the main power lead where it connects to the battery terminal.

starter motors dont have a fuse of there own, they are linked directly to the battery because of the high current they draw if the starter motor is failing to turn either the solanoid is faulty, the carbon brushes are worn, or the motor has an internal fault
