when its running and gets warmed up at full throttle rpms go up and down.the gov,moves in and out

This is due to a carburettor fault - either the float chamber isn't getting as much fuel as it needs due to a needle valve blockage or slight filter obstruction or there is a partial blockage in the main jet. A strip down and clean is required.
