0xc0000022 error message NO ICONS ON SCREEN , NO START?

Hi I have a dell 5100 running windows xp home basic SP3.

To get straight to the point one day i turned on pc and no icons/taskbar etc. the prob is with explorer.exe stating: SHDOCVW.dll as the prob. I corrected this (i think??)

I still have the same problem no icons/taskbar etc except the error message has changed to:
EXPLORER.EXE-Application Error
The application failed to initialize properly
(0xc0000022). Click on OK to terminate the application.

I have tried "sfc /scannow" "regcure",system restore, tryin to find the "explorer or iexplorer in windows 32 folder to delete it" etc to no avail,

please can anyone point me in the right direction? many thanks in advance! ,

p.s i dont have access to the xp os disk, and i can only get online using my laptop or usin cntrl>alt>del. on my pc
