back windsceen wiper does work but washer does?

back windsceen wiper does not work but the sceen washer does,the front ones working ok.I A ROVER 25 YEAR 04

some of those wipers are held on by a nut under a cover at the base of the wiper if this is it tighten the nut don't ovrt tighten
