Fridge and freezer will not get down to correct low temperatures even at coldest setting - fan is working fine - vacuumed dust collected at back of fridge freezer - any ideas

I have one of these fridges with a similar symptom. In my case the problem is that the defrost isn't working properly. After a week or two operating - the evaporator is totally frosted.
I had it "repaired"by a local guy - but it still has the problem. I suspect either the timer or the heating element is broken - but I need a wiring diagram to diagnose further. Does anyone have a diagram - or know where can get one?
