How to clear the ECU on a 306 XSI 1996 P reg?

How Do I clear the ECU on a 306 XSI 1996 P reg.
Also I can not get the Alarm to go on or find the key for deactivte/activate the alarm. It is susposed to be near to the N/S behind front headlight. I have looked can not see it!?
Could it be that the fuses have blown...so therefore thats why the alarm does not sound. Lights can flash but that is alll.
