john deere 185 lawn mower hard to start ?

I already pulled the head cleaned the valves, pulled the carb cleaned it, checked the flywheel key. It cranks over and backfires throu the intake some but when it does start it runs good. After it is warm it starts much easier.

It sounds like the choke mechanism isn't working - this can cause a backfire through the carb when cold.
