Handbrake permanently stuck on BMW 318 1994?

The handbrake on my BMW 318i SE 1994 has decided not to release itself even when I depress the handbrake lever. I've had a little fiddle with the two nuts underneath the handbrake lever but not sure what I'm doing. Can someone please help as my car is currently stuck on my driveway?

check handbrake cable has not snaped if not then sounds like rear brakes are seized on. if they are drum brakes u might be able to free them by rocking the car forward and bacward by pushing it with a couple of mates. failing that remove the rear wheels and hit the drum on the face of it with a hammer. if you free them get a rear brake service straight away.
