cooling fan problem?

my cooling fan on my ford escort stays on all the time, my car kepted over heating and we noticed the fan wasnt coming on at all, but we saw wires not connected joined them up and now the fan stays on. please help?????

possibly cooling fan relay at fault - it is situated behind plastic cover behind battery [think it may be coloured green]

I should think that there is a water temperature sensor on the engine that is faulty. I guess that this is a historic problem and that's why the fan was disconnected
