is it my primer?

i try to start my mountfeild for the first time this year ,i pressed the primer three times and noticed petrol around the tank and primer . there is a rip under the primer butten and would this be the reasion it won t start?

More than likely - the primer button pumps fuel up to the carburettor for the first start of the day.
