Earth fault on petrol engined lawn mower?

I have a Qualcast Suffolk Punch petrol driven lawn mower.

I cannot get a spark from the plug even though it is brand new.

I had an an identical problem a couple of years ago and the dealer repaired it saying it was an earthing fault.

Assuming it is the same fault again, how do I repair it as the dealer is no longer in business

Remove the thin black wire that goes to the engine cutout switch - usually on the carburettor body somewhere - and check for a spark again, making sure that the plug body is touching a metal part of the engine.
