open the door and look at the lock mecanism on the door itself. There may be a button or lever near the lock. It could be the child lock is activated.
My vectra rear doors have a circular (about 8mm round) button with a slot in it, near the lock mechanism. You can use your car key to turn it, This engages or dis-engages the child lock.
It may be completely different on the Laguna, but maybe it wil point you in the right direction.
