No revs when my megane 1.6 Dyn 04 first starts up?

When I first start my megane up in the morning it keeps stalling. if you take you're foot off the accelerator the revs die and it stalls. After about 2 minutes the revs slowly creep up to about 750 and this is where it stays idling over. How can I increase the revs?
