what to do next?

my car ran out of petrol, at least we think it did, as the petrol gauge is not working, and now it wont go, it is turning over but not starting, petrol is getting through, and the spark plugs have been renewed, but it just wont start

has the cambelt broke? is there a spark when the engine turns over. a garage may be best bet could be a number of things.
