Hotpoint Aquarius WF541?

When I turn my washing machine on, all of the lights flash constantly, it used to be for a few seconds then it stopped, but now they just keep flashing so I cannot start the machine. Any ideas on how to fix this?

When they flash on for a few seconds it's the thermostat or heating element thats gone. Not sure why they have come on all the time.
