How do I fix my Kenmore dryer?

I recently replaced the belt on my Kenmore HD Fabric Master soft heat dryer model DR13, 98 KWH. When I went to replace the back panel of the upper section containing the push start button and dryer setting module, there was a green ground wire coming off of the bottom left side (when facing the back) of the dryer control switch. One end had no clip on it and was not attached to anything. I tried putting it with the other ground wire coming off the right side (on the end screwed to the frame), but sparks flew when dryer was turned on. When wire is left off, dryer runs but does not shut off during the cooling down stage. Do I ground this loose wire separately? Where does it go? Thank you.
