electrical issue with oil burner and oil hot water heater?

I have an oil hot water heater and a seperate oil burner for my baseboard heating. The oil burner appears to be about 15 years old. The hot water heater and its burner are about 7 years old.

When I flip the "on" switch for the hot water heater into the on position, the oil burner (that supplies my heat) kicks off and wont turn back on unless you switch the hot water power switch back to "off".

So, I have to keep my hot water heater off all winter which sucks because it is much more efficient then the old burner.

Any thoughts????? Help???
