Hoover VHC 180 condenser tumble dryer - thermostat or heating element?

Hi, have a VHC180 Condenser Tumble Dryer and the water is not heating up. Everything else works fine apart from that!

How can I tell if the thermostat or the heating element is the problem or for that matter if both are?
