One carb is getting to much gas. 1984 Yamaha 1000?

I have a 1984 Yamaha Virago 1000. I am told by a mechanic that the carbs are getting to much gas. He has checked the jets three times and swears that is not the problem. Some gas is just blowing out the exhaust. I can't seem to get the bike to run. The mechanic is sure it is a problem with the carbs, but it seems he does not know how to fix it. Could you please offer me some sugggestion on how to fix this problem.

check to see if there is a pressure regulator,also could be a valve in the engine,worse case senario though

Just thought, maybe 1 of your choke plungers is sticking on leaving, the choke on on 1 carb.

Does your bike use a gravity fed fuel system or does it have a fuel pump?, I know later viragos had fuel pumps. Could be a fuel pump over priming, or a sticky float in 1 of the carbs. it could also be a weak spark plug or coil.
