I would check whether Kaspersky could be blocking the applications you are using (Messenger and Web Cam.) This Kaspersky product has a Firewall built in and it could be blocking the ports needed by these applications. Try temporarily turning off Kaspersky and see if the problem is sorted. If this test works, you need to look at how to configure Kaspersky so that your applications work while it is on and protecting your system.
