how to fix my pc?

my hp pavillion will not start or power up if it does it just restarts over and over agein the power pack is fine help plz

Hi I have a old pavillion 7940 which has not been used for about 4 years it was working fine last time I used it. Just tried switching it back on and nothing all I can see is the little green light flicker at rear by the mains lead.
Any ideas anyone thanks.

either power switch is stuck in or you have a boot sector virus, I have just repaired a pc with the same problem about 10 mins ago, I removed the hard drive, read it from another pc via a dock, transferred all files that were to be kept and then re installed windows.
I am a MSCE, but am open to other suggestions.
