Renault clio 02 "head lights not working"?

Both head lights not working, side lights, main beam,fog lights all working fine. Have checked both bulbs and fuses they are all ok,
Any ideas?

After further investigation, the fault was tracked down to a loose relay in the passenger footwell, possibly loosened by passengers feet.
