I tried to start the mower. The battery was just charged. The mower did not start and I did not hear anything. Is starter dead?

Not necessarily - the starter motor is controlled by a solenoid ( a large relay) that has to be working before the starter will spin. Often they give a loud click if they are working. Follow the heavy wire from the starter motor - its connected directly to the solenoid.
