Eventually I got fed up and tried brute force. SUCCESS :)
Slide a screwdriver up the middle of the side of the cover and gently bend the middle downwards, this will create enough room to pop it out one end then slide it out of the other. Once the cover is off, just unscrew the bulb, fit a new one and reverse the above to replace the cover.
