Honda (HRR2162TDA)rear wheel replacement?

I have replaced the rear wheels of my Honda push mower. They do not seem to provide the proper traction when in use. Still, the wheels do turn when I raise up the back of the mower. Is there some special trick to putting the wheels on correctly? I matched up the gears when I put them on the mower, and you can hear the clicking sound when pushing the mower when it's not in use.

That is not a wheel issue, it is the trans.
