Samsung ER-4615 - Keys for "P" or "C" mode?

Bought a second hand Samsung ER-4615. Try to re-program it. But the key does not turn to the P mode. It only turns up to Z mode and the key is marked 'Z'.

Should there be another key marked with 'P' or "C' for re-program? If yes, anyone know where I can order the missing keys?
