carburettor problem on Flymo Domestic L400?

when priming carb,fuel is going straight through into carb throat. I have stripped carb twice,valve in diaphragm chamber gives the impression that it is closed with assistance of spring. this is the no-float type of carb. thoughts please?

i have a good clear spark on ignition, but does not seem to be getting fuel through carb

diaphragm sits on the lever and yes will appear closed. lever needs to be horizontal and will work in this position with a good diaphragm ie not floppy.
presume you cannot get l400 to run?
does it fire?
