running problem with my briggs and stratton 35 classic?

the engine starts ok but the revs go up and down intermittantly so no power, and slight black smoke from the exhaust, i have changed the plug and cleaned th air filter but no luck.. could it be a fuel pump or carb problem

No mixture adjustment possible on these engines - change the carb diaphragm.

if you have black smoke from exhaust, then its carb running too rich...turn needle valve in (lean mixture) if still the same take off carb and clean it.
